Overview

Ruoying (Carol) Tao earned her BA in Economics from New York University (with a minor in Mathematics and Computer Science) and MS in Health Policy (Health Economics) from Stanford University. Her master’s thesis at Stanford investigates the effect of hospital mergers on Medicare inpatient cost in the US. One of her current projects examines the impact of the Employer Shared Responsibility Provision of the Affordable Care Act on the insurance uptake of employees of small firms. Another project studies the effect of Medicaid expansion on HIV screening in selected western and southern US states. She also contributes to other projects in the global health space. Currently, she works at ZS Associates (a healthcare consultancy), where she specializes in market access strategy and analytics and conducts financial modelling for drug portfolios. Carol aspires to investigate the social, economic, and behavioral determinants of health, and to generate research studies that address critical issues in health outcomes and delivery of healthcare services among underserved populations. Her research interests include the industrial organization of the healthcare market and evaluating public insurance programs.
